شناسایی موانع استفاده از فناوری اطلاعات در ادارات ورزش و جوانان استان اردبیل

چکیده

هدف از این پژوهش، بررسی موانع استفاده از فناوری اطلاعات در ادارات ورزش و جوانان استان اردبیل است. این پژوهش به‌واسطه هدف از نوع کاربردی و ازنظر نوع جمع‌آوری داده‌های تحقیق، توصیفی – تحلیلی بوده که به روش میدانی اجراشده است. جامعه آماری این پژوهش کلیه مدیران، معاونان و کارکنان ادارات ورزش و جوانان استان اردبیل که با استفاده از جدول مورگان و نمونه‌گیری تصادفی، 115 نفر به‌عنوان نمونه­ ی آماری تحقیق انتخاب شدند. ابزار اندازه‌گیری، پرسشنامه­ ی­ محقق ساخته بود که روایی آن، توسط اساتید صاحب‌نظر و پایایی آن با استفاده از ضریب همبستگی آلفای کرونباخ (89/0 = آلفا) تائید شد. برای تجزیه‌وتحلیل داده‌ها از آمار توصیفی و در بخش آمار استنباطی، از تحلیل عاملی برای تعیین میزان اهمیت هریک از عوامل و آزمون فریدمن (برای رتبه‌بندی) استفاده گردید. نتایج پژوهش حاکی از آن است که موانع فرهنگی- آموزشی، موانع فردی، موانع فنی، موانع مدیریت و برنامه‌ریزی سازمانی و موانع اقتصادی به ترتیب بیشترین تا کمترین تأثیر را درزمینه­ ی استفاده از فناوری اطلاعات در ادارات ورزش و جوانان استان اردبیل دارا می‌باشند. برگزاری همایش‌ها، جذب نیروهای متخصص مدیریت ورزشی دارای دانش و مهارت لازم درزمینه­ ی استفاده از فناوری اطلاعات و تشویق کارکنان سازمان به یادگیری و استفاده از فناوری اطلاعات ازجمله راهبردهایی است که به‌منظور توسعه فناوری اطلاعات در سطح ادارات مذکور مطرح‌شده است.

چکیده [English]

The aim of this research was recognition of  some obstacles in using information technology for youth and sports offices in Ardabil Province. The purpose of the research was an applied one and in terms of data collection, descriptive - analytical method conducted in the field type. The statistical population was all of the managers, deputies and Employees at the Youth and Sport offices of Ardabil Province, that Morgan sample table and using a random sampling, 115 persons were selected as sample. The instrument which had been used for measuring data was researcher- made questionnaire that the validity of questionnaire was verified by using comments of experts in sport management and the reliability of the total questionnaire was found to be (α = 0.89) according to Chronbach’s alpha.  in order to analyze the data, Descriptive statistics were used for data analysis; and factor analysis  was used to determine the importance of each  factor and Friedman Test (for rating) are used. The results of the research show that cultural-educational obstacles, individual obstacles, technical obstacles, organizational management and planning obstacles and economical obstacles respectively have the most effect on using IT in youth and sport offices in Ardabil. Holding meetings, attracting experts of sport management with full knowledge about   using IT and encourage personals to learn and  use information technology are some strategies to improve information technology in the alleged offices level.
