The research employed an exploratory sequential mixed-methods design for data collection. The qualitative part of the research was conducted using the grounded theory method. The statistical population in this section included media experts with university teaching experience or those engaged in sports and media, specialists in sports promotion through media, sports program producers, policymakers and sports consultants from the national broadcasting organization, and experts in women's sports. Participants were selected through non-probability sampling and the snowball technique. The sampling continued until theoretical saturation was reached, resulting in a sample of 19 participants. In the quantitative part, the research adopted a descriptive-survey design based on data collection method. The statistical sample in the quantitative section comprised 120 participants, including professional female athletes, coaches, sports managers, sports sociologists, and sports media experts. They were selected using a stratified random sampling method. The research tools included semi-structured interviews in the qualitative part and a researcher-developed questionnaire in the quantitative part. The face and content validity of the questionnaire were confirmed by university professors while its reliability was assessed using Cronbach's alpha coefficient, which turned out to be 0.844 (α = 0.844). In the qualitative part, the data were analyzed using open, axial, and selective coding methods. In the quantitative part, exploratory factor analysis followed by confirmatory factor analysis was employed to examine the structural model of the research variables and evaluate the research model.

The research method in terms of strategy is qualitative and exploratory, with an applied-developmental goal which is from the grounded theory method as outlined by Strauss and Corbin. Data collection was conducted through semi-structured interviews, supplemented by open, axial, and selective coding worksheets developed by the researcher. The validity of the findings was confirmed by members of the research group, while reliability was assessed using the Pi-Scott criterion, yielding a coefficient of agreement between coders of 0.96. The statistical population of the research was the managers and experts the study's statistical population comprised managers and experts in sports management, communication, and sports media. Theoretical sampling was employed, achieving theoretical saturation after interviewing 24 participants. Analysis was conducted over five rounds of interviews, leading to a theoretical consensus on the categories of the phenomenon, which included central concepts, causal conditions, contextual conditions, intervening conditions, strategies, and consequences. The qualitative results were organized into 41 categories, 195 conceptual codes, and 267 items across six dimensions of the paradigm model within the country's sports system. Based on these findings, the antecedents and outcomes of the media transparency model are deemed useful and practical for the creation and development of good governance in Iranian sports. Consequently, advancing good governance in sports necessitates structural, strategic, managerial, and professional reforms in media transparency.

TV is one of the most influential media in development of various sport fields. This study, trying to answer this question: how TV define development of sport in society, and how criticism and interpretation this concept. For this purpose, a range of TV texts, conversations and observations has been examined. Connection between elements and points was expressed based on the concepts of discourse theory of Laclau and Mouffe (1985). Sport development in television cannot take into account without describing the unequal incidence of discourses; they are named high level (elite) and participation (public). Analysis of interviews and television texts show that many concepts such as development, sports, athletics, budget, and facilities, get their meaning from elite sports discourse. The results also show elite sport discourse has marginalized participation discourse. Understanding the conditions of development of sport based on the strengthening and weakening of dominant discourses on television is important for researchers in the field of Physical Education and Sport Sciences. This means that the normalization and institutionalization of the concept of sports development takes shape in how form of knowledge, experience, political analysis and media policy.
