The purpose of this research was The conceptual framework of the function of diplomacy and soft power based on sports in Iran's national brand. The research method was qualitative using grounded theory, which was done in three stages: open coding, central coding, and selective coding. The statistical population of the research was 12 people who were experts on the issue of sports washing, soft power, which continued until the theoretical saturation of the interview was reached. The sampling method was purposeful and snowball. In order to measure the reliability of the research, intra-subject agreement was used, which was reported as 73%. Considering that it was higher than 60%, the reliability of coding was confirmed. The results of the research showed the image and accreditation, the requirements and importance of sports communication, the capabilities of sports diplomacy, needs and expectations, sports infrastructure, etc., human resources and... (background conditions), managers' attitude and thinking, structural and process barriers, political issues, economic issues, cultural factors and... (intervening conditions), education and culture building, internal and external organizational interactions, management strategic, research and innovation, cultural development of sports teams and hosting international events and... (strategies) and finally the development of peace, friendship and security, cultural and social achievements, development of championship and professional sports, development of sports infrastructure, development of international interactions, reduction of political isolation and economic sanctions, etc. (consequences), were among the most important research variables from the point of view of specialists and experts.

The aim of the present study was to present the model of sports media management with the approach of developing sports diplomacy. The research method was qualitative, based on grounded theory and with systematic analysis approach. The statistical population included managers of sports organizations, members of sports media, and university professors in sports sciences, and sampling was done snowball technique. A semi-structured interview was used to collect information, and theoretical saturation was achieved by conducting 17 interviews. The validity of the interview questions was confirmed step by step by the experts and the reliability of the questions done through the test-retest reliability turned out to be 94%. By analyzing the data by MAXQDA software, 465 primary codes, 51 sub-categories and 13 main categories were obtained, and the research model was designed through three stages of open coding, axial coding, and selective coding. Based on the paradigmatic model of Strauss and Corbin, the categories were placed in the axes of causal, contextual, intervening factors, strategies, and consequences. The results showed that the strategic view and interactionism leads to economic and cultural growth, international reputation, and finally globalization and achieving soft power. Therefore, officials should try to manage sports media by creating a structured and targeted program.

The aim of this research is Comparison of International Relations Department of National University Sports Federations in worldwide range. We compared the structure of organizations, human resources,financial, correspondances and regulation of all federations with concentration on International Relations Department with Iran federation. The strategy of this research is combination of descriptive and qualitative.We used survey and did interview with expert of sports field. The Society of this reseach consist of all 167 members of FISU and the active countries in International Relations( available to answer other national federation correspondence),15 countries choosed non-random targeted as case study. Also, 5 experts were chosen non-random for interview. In order to collect the information in survey, a confirmed validity and realibity quastionnare was made by researcher and for interview, semi-cunstructed questions based on criteria of study was asked. Important results of this research shows: The structure of Iran federation need committee and association like International Relations Committee regarding to FISU structure.To develop the International Relations, we should make a plan to get the effective international position. Regarding to experts idea,in compare of other federations, it is important to use two languages website and publication in National University Sports Federation of Iran.
