Abstract
The purpose of this study was to design a model for developing technological attractiveness and empowerment in youth and sports departments to attract scientific and media elites.A qualitative research method with a thematic analysis approach was selected. The statistical population of this study included academic elites in the fields of human resource management, technology, and sports management (with at least two research studies related to the subject of the research), scientific and media elites including individuals with scientific achievements (advanced university degrees, scientific medals) and media achievements (media figures), both men and women (with at least a bachelor's degree), and managers of the Ministry of Youth Affairs and Sports, selected through purposive sampling (17 individuals). The research tool consisted of exploratory (semi-structured) interviews. The validity of the tool was assessed and confirmed based on the sample's credibility, expert opinions, and inter-rater agreement. For data analysis, the thematic analysis method proposed by AttrideStirling (2001) was used.MaxQDA Pro software was employed for interview analysis, and iMindMap version 10 software was used to draw the thematic network.The results of the comprehensive thematic analysis and the thematic network, developed with input from participating experts and theoretical foundations, indicated that technological attractiveness, which includes the impacts and types of technology, and technological empowerment, which encompasses acquiring, analyzing, interpreting, and applying technological information, can influence the attraction of scientific and media elites. Implementing this model enables youth and sports departments to significantly enhance their attractiveness and technological empowerment through the use of advanced and novel technologies.
