This research is applied and descriptive – survey. Data collection has been done to form fielding and through the questionnaire. The statistical population was all of the Employees at the Youth and Sport Organization of Azerbaijan Province; that was estimated 46 persons. sample was select 46 people. Descriptive statistics was used for the classification the raw score.s‌ Kolmogorov – Smirnov Test was used for study normality of data distribution, and was used Pearson Correlation and Regression Test for testing the hypotheses. Results show that, there are significant relationship between information technology and communications and organizational effectiveness. There are significant relationships between the use of information and communication technologies with organizational commitment, negative resistance, and improve the quality In the organization, but there is no relationship between the use of information and communication technologies with work incentives. Hence, the officials should predict appropriate management strategies to for achieve the optimal level of the Index.
